PSN Sign In error: PlayStation Network hit by new PS4

It's strange because norton's network map does see it and when I go into my router online, it also sees it. When I try to turn on media streaming in wmp 12 there are no media devices or anything for that matter to turn on.

You can give this a try. In the settings under network, disable Media Server and disable Auto Sign-in as well and see if that makes a difference. If that does not work at all for you, it could be that the IP address on your PS3 is wrong. That way your PS3 cannot connect via router to the internet, no matter what DNS you have configured.
The PS3 network controller knows only wireless-b and -g standards, while newer routers use by default "mixed mode b-g-n". If you do not set your wireless speed to G (which is 54mbps you shouldn't need more) your PlayStation Console WON'T LET YOU ACCES SOME ONLINE FEATURES.
